collect information of Naval and Military Intelligence, Press

reports, rumours, movements of foreign officials bound for Japan and trade statistics. These reports are carried by hand to the Hing Chung Company's office in Shameen where they are

collated and despatched to the Japanese Var Minister at Tokyo.

These despatches are carried from Canton to Keelung and vice versa by Hisashike Kobayashi, a Military Ministry courier

who is attached to the "Fukuken Maru" as a Police Officer.

At Keelung the despatches are handed to a similar officer

attached to a ship running to Tokyo. The Consuls themselves

have nothing to do with espionage service which is all done

under cover of economic research.

The following details of the individuals mentioned

above are available:-

(a) Seijo Sawada, Chancellor of the Japanese Consulate-

General, Hong Kong, arrived Hong Kong 29.7.36, name

never noticed in functions, not registered with Police

and particulars and address not known.

Amoy 16.5.37.

Went to

Mitsugu Shibata, same as Seijo Sawada, except Amoy trip.

(b) Toshio Shoji. Marine Inspector attached to the

Japanese Consulate-General, Hong Kong, not registered

with police end particulars and address not known.

Letter of 11.3.35 from H.B.1. Consul-General, Canton to

I.G.P. reports information received from member of

the Canton Government that Toshio Shoji said to be an

engineer connected with the Japanese Navy, 18

engaged on espionage in Hong Kong.
